Entitlement Allocation and Agreements

In accordance with HUD notice CPD-25-02 from Jan. 14, 2025 (paraphrased), “…no jurisdiction may submit their Five-Year CSP or AAP until they have received their entitlement allocation and agreements from HUD.” As of April 30, 2025, the City has not received its housing entitlement allocation agreements for CDBG, HOME, ESG, or HOPWA. We are awaiting these allocations from HUD to finalize our draft plans. A public comment period and public hearing will be scheduled to receive feedback on the draft plans.

As a recipient of federal funding for housing programs, Virginia Beach is required to submit a Five-Year Consolidated Strategic Plan (CSP) to the U.S. Department of Housing and Urban Development (HUD). This plan outlines priorities and strategies for federal entitlement grants that address various housing needs in Virginia Beach.

For example, these funds support programs to prevent and end homelessness, create affordable housing opportunities and provide home rehabilitation assistance for low- to moderate-income homeowners.  

The CSP also provides a summary of the City’s housing and community development needs and resources and is used as a tool for measuring our performance and tracking progress toward our five-year goals.  

Draft CSP Process

The survey opportunity for residents to provide feedback on housing needs in Virginia Beach ended on March 2, 2025. Staff is reviewing feedback from the survey to help guide the strategy and priorities for the City’s housing programs over the next five years.

Staff will continue to accept public comments throughout the draft CSP process until the plan is finalized.

Housing and Neighborhood Preservation will announce when the draft CSP is available for public review and comment. The CSP must be approved by the City Council before it can be submitted to HUD.
