The FSS Program promotes self-sufficiency while providing supportive services to Housing Choice Voucher participants to gain financial independence. Joining the FSS Program is a five-year commitment toward reaching your goals. Virginia Beach Housing & Neighborhood Preservation's FSS Coordinator will work with you to develop a step-by-step action plan specifically geared to meet your needs. Our partners will provide you with the tools, knowledge, and resources to help you on your journey. The FSS Program offers stability to HCV participants by providing affordable housing and allowing them to invest their energy in other efforts including employment, education, and job training.
