Housing & Neighborhood Preservation administers the federally funded Housing Choice Voucher (HCV) program for Virginia Beach. The program assists households with low income to afford decent, safe, and sanitary housing in the private market by subsidizing all or part of their rent. This subsidy is paid directly to the landlord.

In Virginia Beach, more than 2,000 households, including families, seniors, persons with disabilities, and veterans are able to afford rental housing through the HCV program.
