The department’s draft FY 26-27 Annual Action Plan, which outlines how it will allocate funding under federal entitlement grants, is available for public review and comments. The comment period ends June 21, 2026.

Virginia Beach Housing & Neighborhood Preservation offers programs to help make home rehabilitation more affordable for low- to moderate-income homeowners. Depending on the program and type of rehabilitation, assistance is provided to eligible applicants in the form of an unsecured grant and, if needed, an unsecured forgivable loan.
Eligible Recipients
OORP provides unsecured and secured grants for home rehabilitation to address health and/or safety hazards, make accessibility modifications and correct certain code violations.
The Manufactured (Mobile) Home Rehabilitation Program provides grants for mobile home rehabilitation to address health and/or safety hazards, make accessibility modifications and correct certain code violations.
