

Virginia Beach Housing & Neighborhood Preservation offers programs to help make home rehabilitation and repairs more affordable for low- to moderate-income homeowners. Depending on the program and type of rehabilitation/repairs, assistance is provided to eligible applicants in the form of an unsecured or secured grant.
Eligible Recipients
- Households whose total gross annual income does not exceed 80% of the Area Median Income, adjusted for family size, as established by the U.S. Department of Housing and Urban Development (HUD), at the time of application.
- Applicant must own and live in their home in Virginia Beach
Types of Assistance
Owner-Occupied Rehabilitation Program
OORP provides unsecured and secured grants for home rehabilitation to address health and/or safety hazards, make accessibility modifications and correct certain code violations.
Mobile Home Rehabilitation Program
The Manufactured (Mobile) Home Rehabilitation Program provides grants for mobile home rehabilitation to address health and/or safety hazards, make accessibility modifications and correct certain code violations.
