The Certificate of Compliance (CC) Rental Inspection Program established Rental Inspection Districts to prevent deterioration and blight in certain areas of the city.

All rental dwellings within designated Rental Inspection Districts are subject to inspection upon written notice from Code Enforcement to the owner. To facilitate the scheduling of CC rental inspections, owners must register applicable properties with Code Enforcement.

There are multiple ways to find out if your property is within a Rental Inspection District:

Property owners will be charged a $50 fee for the Certificate of Compliance inspection of rental dwelling units located within the current Rental Inspection Districts.

Rental dwelling units that have no Building Code violations will be issued a Certificate of Compliance, which exempts them from the rental inspection ordinance for four years.

Certificate of Compliance Rental Inspection Program

All rental dwellings within designated Rental Inspection Districts are subject to inspection upon written notice from Code Enforcement to the owner. Applicable units are required to obtain a satisfactory Certificate of Compliance (CC) inspection (City Code Section 16-12.4). Failure to comply may result in penalties.

Where are the Residential Inspection Districts?

There are 109 block groups that have been designated as Residential Inspection Districts. For a list and map of these districts visit, view the maps linked above or contact Code Enforcement at 757-385-4421.

It is the rental property owner’s responsibility to request a CC inspection.

CC Inspection Scheduling Process and Fees

  • Contact Code Enforcement at 757-385-4421, Monday-Friday, 8 a.m.-5 p.m.
  • Requests must include:
    • Address of the unit to be inspected
    • Property owner’s name
    • Name and phone number of the individual who will be meeting the code inspector at the inspection site
  • There is a $50 fee for CC rental inspections that must be paid before an inspection will be scheduled. Inspectors will not accept any CC payments on site.

  • Pay using:
    • Credit card only.
    • No ACH transactions or online bank transfers are accepted at this time.
  • The fee covers one initial inspection and one follow-up re-inspection if needed. After the first follow-up re-inspection, an additional fee of $50 will be charged for each additional re-inspection that is needed.

Certificate of Compliance Inspection Process and Time Limits

A completed CC inspection will result in one of three statuses:

  • Certificate of Compliance: If the initial C.C. inspection reveals no code violations, a Certificate of Compliance is issued with a four-year exemption** from the rental inspection ordinance. However, if violations of the Virginia Maintenance Code are found during the exemption period, it may result in the exemption being revoked.
  • Temporary Certificate of Compliance: Is issued where code violation(s) are found that do not pose a health or safety hazard to an occupant(s). Occupancy of a dwelling is permitted for a time period reasonably necessary to effect correction of the code violation(s). A Notice of Violation will be issued outlining the violation(s) and detailing the time allowed to bring each violation into compliance.
  • Rejection: Is issued where code violation(s) are found that pose a potential threat to the health or safety of the occupant(s) and therefore the dwelling unit is identified as unsafe. A Notice of Violation will be issued outlining the violation(s) and detailing the time allowed to bring each violation into compliance. The dwelling unit cannot be occupied until the violations have been corrected and the property has been re-inspected.

Certificate of Compliance for Multi-Family Complexes

**Owners of multi-family complexes who are seeking an exemption are required to have a sampling of the total number of dwelling units inspected as follows:

  • 10% of units (up to 100 units), with a minimum of two.
  • Two additional units must be inspected for every 100 units thereafter (or portion thereof).

Owners of multi-family complexes seeking an exemption will only be charged the inspection fee for a maximum of 10 dwelling units, regardless of the number of units inspected, unless numerous or severe code violations are found in the initial sample of units. If this occurs, more units will be inspected, and a fee charged per unit inspected.

Penalties for Non-Compliance

  • Owners who fail to obtain an inspection shall be subject to the penalties described in City Code Section 16-11, which is punishable by a fine of not more than $2,500.
  • Owners who receive a Temporary Certificate of Compliance and fail to comply with a notice of violation within the specified time period shall be subject to the penalties described in City Code Section 16-11, which is punishable by a fine of not more than $2,500. Each day the violation(s) continue shall be deemed a separate offense.
