Emergency Solutions Grant (ESG) and Community Development Block Grant (CDBG) – Homelessness Programs

Virginia Beach Housing & Neighborhood Preservation is accepting project proposals to be considered for funding under the ESG and CDBG programs for the FY 25/26 grant cycle. The RFP application is to be completed by service providers interested in applying for ESG and CDBG funds. 

The City anticipates it will allocate ESG and CDBG funds in response to this RFP. Eligible recipients can submit a proposal that includes both funding types. Eligible ESG/CDBG recipients (sub-grantees) are local government agencies or private non-profit organizations which provide assistance/services - to include basic shelter and essential supportive services - to the homeless or at-risk populations.

Eligible recipients can submit a proposal that includes both funding types. The funding of applications submitted in response to this RFP is contingent upon the City receiving funds from the U S Department of Housing and Urban Development (HUD).

RFP Submission Instructions

• The RFP submission deadline for submitting is 5 p.m. (Eastern Standard Time) on June 27, 2025. Please note that proposals will not be accepted after the deadline.
