Council adopted the City’s strategic plan to address homelessness for FY 25-30 on May 7, 2024.
In observance of the Independence Day holiday, all City of Virginia Beach administrative offices will be closed on Friday, July 3. Please view the City's Independence Day operating schedule for more information.
Learn MoreDue to forecasted temperatures, the Housing Resource Center will be open daily from noon to 5 p.m., July 3-5, to offer cooling shelter only (no food services) to individuals experiencing homelessness in Virginia Beach. Families with minor children experiencing homelessness should call the HRC during the aforementioned operating hours at 757-385-5167.

Housing and Neighborhood Preservation and the homelessness coalition, BEACH Community Partnership, collaborated to develop updated recommendations to address homelessness since the previous plan was adopted in 2017 (Focused Action Plan initiative 2.14).
The updated strategic plan, Community of One: All In, builds upon the momentum of the progress since the previous plan.
New goals and strategies were created with intention to model best practices; respond to the feedback from service partners, program participants and concerned community members; and alleviate the city’s current and emerging challenges head-on.
