If you are experiencing homelessness or in imminent danger of losing your home, visit the Housing Resource Center, 104 N. Witchduck Road, Monday, Tuesday, Thursday, or Friday, 8 a.m. to noon, for triage and assessment, or call the Regional Housing Crisis Hotline, (757) 227-5932 (for Virginia Relay TTY service, dial 7-1-1), Monday through Friday, 8 a.m. to 7 p.m.

Apartment complexes are listed as an alternative for those who need an apartment that rents at or below the fair market rent. Units that are owned and managed by private landlords and have passed rent reasonableness criteria relating to the Housing Choice Voucher program are also provided.
The Mayor’s Commission on Aging has compiled a list of independent Living Communities, subsidized Apartments, assisted living, memory care facilities, nursing care facilities, and rehabilitation centers, Continuum of Care facilities, senior day support, and other resources.
If you are a current Housing & Neighborhood Preservation client and have concerns related to tenant-landlord issues, please contact your housing specialist. Otherwise, our department cannot intervene as these issues are a civil matter. Learn about legal protections for tenants and landlords under the Virginia Residential Landlord and Tenant Act (VRLTA).
One-time assistance to reduce financial hardship for eligible low- to moderate-income tenants or owner occupants who are temporarily or permanently displaced from their housing unit by Code Enforcement or other City agency action due to unsafe and/or hazardous living conditions. Housing & Neighborhood Preservation does not offer homebuyer programs. Virginia Housing offers loans and grants, as well as free homebuyer education programs.
The Virginia Mortgage Relief Program, administered by Virginia Housing, is intended to help eligible Virginia homeowners who were financially impacted by the COVID-19 pandemic.
