The U.S. Department of Housing and Urban Development (HUD) requires agencies that operate HCV programs to submit the following:

  • Five-Year (2025-2030) Agency Plan: Informs HUD of Virginia Beach Housing & Neighborhood Preservation’s (HNP) mission, long-range goal and objectives for achieving its mission over the upcoming five years.
  • FY 25/26 Annual Agency Plan: Update HUD on HNP’s progress in achieving the goals set forth in the current Five-Year Agency Plan. It describes the organization of the HCV program, details the strategies employed in satisfying affordable rental housing needs in the City, and includes certifications of compliance with applicable laws and HUD rules and regulations.
  • 2025 Administrative (Admin.) Plan: Details the policies and procedures that govern the day-to-day operation of the Virginia Beach HCV program

Draft HCV Plans Available for Public Review and Comment

HNP is in the process of drafting its FY 26/27 Annual Agency Plan and 2026 Administrative Plan revision.  

How to Review the Draft Plans

  • Visit HNP’s main office during normal business hours (8 a.m.-5 p.m., Monday-Friday)

  • Attend the in-person public hearing, 5:30-6:30 p.m. on March 30

How to Submit Comments on the Draft Plans
