The Continuum of Care (CoC) grant application process is a consolidated community application coordinated by the BEACH CoC and submitted to the U.S. Department of Housing and Urban Development (HUD) by Housing & Neighborhood Preservation. 

The application provides detailed information regarding efforts the CoC has implemented to advance our work to prevent and end homelessness in Virginia Beach.

The completed application package will be submitted to HUD on Oct. 29, 2024.

FY 2024 CoC Notice of Funding Opportunity Ranking

Part of the FY 2024 CoC Notice of Funding Opportunity (NOFO) process involves ranking current and new projects based on performance outcomes and the needs of the community. The CoC BEACH Governing Board is responsible for ranking the projects.

  • Projects that are ranked in Tier 1 will be automatically funded by HUD.
  • Projects ranked in Tier 2 will undergo a nationwide competitive process. HUD will award funding based on the quality of the project application and the Community Grant Application score.

This ranking and review process allows for quality and relevant homeless programs to continue to help make homelessness rare, brief, and non-recurring in our community.
